# Oil and gas jobs abroad for Indian engineers: Gulf and ECR (2026)

> Most Indian engineers who go abroad for oil and gas work go to the Gulf. If your passport is ECR (Emigration Check Required), you need emigration clearance through eMigrate for 19 ECR countries, including all six Gulf states. Use only employers' own sites or registered recruiting agents, who may charge at most Rs 30,000 plus GST.

Oil and gas jobs in the Gulf for Indians are still the most common route abroad for Indian engineers, technicians and rig crews. The answer to "how do I get one" has three parts. First, apply to real jobs, ideally on the employer's own career site. Second, check whether your passport is ECR (Emigration Check Required): if it is, you need emigration clearance through the eMigrate portal before you fly. Third, never pay an unregistered agent: India caps what a registered recruiting agent may charge you.

## Where Indian engineers find oil and gas jobs abroad

On RigJobsDirect on 16 October 2026, the six Gulf countries had these open energy jobs:

Gulf employers in oil and gas are national oil companies, international operators, drilling contractors, service companies (such as Halliburton, Baker Hughes and Weatherford), and engineering and construction contractors. Most hire for a fixed contract with rotation or residential status. ### Start in India, move abroad later

Many international energy companies run large engineering and project offices in India. On 16 October 2026, RigJobsDirect listed **889 energy jobs in India** ([India jobs](https://rigjobsdirect.com/jobs/in/india)), including 191 in Bangalore, 158 in Chennai, 91 in Mumbai, 83 in New Delhi and 76 in Pune. Employers that day included Bechtel, KBR, Baker Hughes, Weatherford, NOV, Emerson, GE Vernova and Vestas.

A job in one of these offices is often the easiest first step for freshers and young engineers. You build experience on international projects, use the same standards and software, and can later apply for site or overseas roles inside the same company. ## What the ECR check means

### ECR and ECNR passports

Indian passports are either **ECR** (Emigration Check Required) or **ECNR** (Emigration Check Not Required). Your passport shows whether it is ECR. The passport rules decide who is ECR, so if you think your status is wrong, ask your Passport Seva office.

### The 19 ECR countries

The Ministry of External Affairs (MEA) says ECR passport holders need **emigration clearance** when going abroad for employment to 19 designated ECR countries: Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, Iran, South Sudan, Sudan, Syria, Thailand, United Arab Emirates and Yemen. Emigration clearance for Libya and Yemen is currently suspended ([MEA](https://www.mea.gov.in/images/pdf/01-Overview-of-work-of-Overseas-Employment-21-04-2026.pdf)).

So every Gulf country, and Malaysia (another oil and gas hub), is on the list.

### How emigration clearance works

The process is run under the Emigration Act, 1983 by MEA's Overseas Employment and Protector General of Emigrants division, with 16 Protector of Emigrants offices across India, including Mumbai, Chennai, Delhi, Hyderabad, Cochin, Thiruvananthapuram and Bengaluru ([MEA](https://www.mea.gov.in/images/pdf/01-Overview-of-work-of-Overseas-Employment-21-04-2026.pdf)).

Clearance is handled on the [eMigrate portal](https://www.emigrate.gov.in/). MEA says:

- Foreign employers must register on eMigrate before recruiting from India.
- eMigrate checks your passport with Passport Seva and checks your insurance policy.
- The clearance is checked online by immigration at Indian airports.
- ECNR passport holders going to ECR countries for work can register on eMigrate voluntarily, and can buy the same insurance ([MEA](https://www.mea.gov.in/images/pdf/01-Overview-of-work-of-Overseas-Employment-21-04-2026.pdf)).

If you are ECR and fly to a Gulf job without clearance, you can be stopped at the airport. Ask your employer or registered agent who files the clearance, and do not travel until it is granted.

## Insurance: Pravasi Bharatiya Bima Yojana (PBBY)

PBBY is a **mandatory insurance scheme** for ECR category workers going to ECR countries for employment ([MEA](https://www.mea.gov.in/pbby)). Under the 2017 scheme it gives:

| Accidental death or permanent disability | Rs 10 lakh |
| Medical cover (injury or sickness) | Up to Rs 1,00,000 (Rs 50,000 per hospitalisation) |
| Family hospitalisation in India | Up to Rs 50,000 |
| Legal expenses for job disputes | Up to Rs 45,000 |
| Repatriation if medically unfit or job ends early | One-way economy fare home |

The premium is **Rs 275 for two years** or **Rs 375 for three years** ([MEA](https://www.mea.gov.in/pbby)). If you are ECNR, you can still choose to take it through eMigrate. For an engineer it is a small cost for useful cover.

## Minimum Referral Wages

For the 19 ECR countries, MEA fixes **Minimum Referral Wages** for categories of Indian workers, in consultation with Indian missions. Once a wage is fixed for a category and country, MEA says no employer from that country can hire workers from India below it ([MEA](https://www.mea.gov.in/images/pdf/01-Overview-of-work-of-Overseas-Employment-21-04-2026.pdf)). This matters most for technicians and crew grades. Engineers' salaries are usually well above these floors, but always get the full pay in your written contract.

## Recruiting agents: the Rs 30,000 cap

Many Indians reach Gulf oil and gas jobs through recruitment agents. India's rules are clear:

- **Only licensed agents may recruit.** Under the Emigration Act, no person or agency may work as a recruiting agent without a valid certificate from the registering authority ([MEA](https://www.mea.gov.in/images/pdf/01-Overview-of-work-of-Overseas-Employment-21-04-2026.pdf)).
- **Fee cap.** A recruiting agent may charge you at most **Rs 30,000 plus 18% GST** for its services, and must give you a receipt ([MEA advisory](https://www.mea.gov.in/images/pdf/05-List-2024.pdf)).
- **Check the licence.** Registered agents show their licence number in their office and adverts. MEA says to check it on eMigrate under "List of active RA" ([MEA advisory](https://www.mea.gov.in/images/pdf/05-List-2024.pdf)). MEA also publishes the state-wise list of active agents on its [overseas employment page](https://www.mea.gov.in/overseas-employment).
- **Never travel on a tourist visa for work.** MEA says valid job offers let you travel on an employment or work visa, not a tourist visa, and come with a contract signed by the employer, the agent and you ([MEA advisory](https://www.mea.gov.in/images/pdf/05-List-2024.pdf)).

MEA warns that unregistered agents have charged job seekers Rs 2 to 5 lakh for fake offers, often working only over WhatsApp and social media ([MEA advisory](https://www.mea.gov.in/images/pdf/05-List-2024.pdf)). As of 9 April 2026, MEA had notified 3,505 illegal agents on eMigrate ([MEA](https://www.mea.gov.in/images/pdf/01-Overview-of-work-of-Overseas-Employment-21-04-2026.pdf)). ## Getting your degree ready: attestation and apostille

Gulf employers and visa authorities usually ask for your degree certificate to be attested. MEA offers two services ([MEA](https://www.mea.gov.in/apostille-menu)):

- **Apostille**, for countries that are members of the Hague Apostille Convention. It covers educational documents such as degrees, diplomas and school certificates. MEA's fee is Rs 50 per document.
- **Normal attestation**, for countries that do not accept the apostille. MEA does this free of charge.

Documents are submitted through MEA's outsourced service providers or the e-Sanad service, not directly at the MEA counter, and MEA advises applying well in advance. Ask your employer which route the destination country needs.

## Oil and gas salaries in the Gulf for Indians

Searches like "oil and gas jobs in Dubai salary per month for Indian" have no single answer: pay depends on the role, the employer, the country and whether the job is offshore or on rotation. What you should know:

- Salaries are not taxed in the UAE, Saudi Arabia, Qatar, Kuwait or Bahrain, and Oman plans a tax only on high incomes from 2028. Your total package is usually split into basic salary and allowances, and the split affects your end-of-service gratuity. ## Step by step: from application to departure

1. **Apply directly** on the employer's site, or through a registered recruiting agent only.
2. **Get a written offer and contract** with salary, allowances, hours, leave and accommodation.
3. **Prepare documents**: passport (at least the validity the employer asks for), apostilled or attested degree, experience letters, and any safety certificates.
4. **Medical tests** as required by the destination country.
5. **Emigration clearance on eMigrate** if your passport is ECR, plus PBBY insurance.
